Personally, I was able to get funded for my Master's by a mid-tier school (Bowling Green State University) in their CS/OR department. The funding was not much (~$8K per year!), but then again, it's a mid-tier school, and for a Master's.
I would say as a general rule that your chances of getting funded for a Master's are LESS than for getting a PhD. Of course I've seen many instances otherwise (check http://thegradcafe.com/survey/index.php) and you'll see some Master's being funded, even a few with fellowships (typically the most prestigious type of funding).
For your last question, not quite sure how to answer it! There's tons of variables involved in this process - maybe you like one school's location, or another school's particular faculty member, or another made a good impression on you (as you say, Stanford), etc. I could go on and on.
