GRE 1470 TOEFL 237-293

I am an undergrad electrical engineering student in Hyderabad , India. I got 1470 in GRE (800 Q 670 V AW score awaited). My TOEFL score is 293. My acads are a bit on the low side with 68 % (Topper has 82%, if that helps) I'd like to know if I can get admission into the foll univs with TA/RA and/or a TFW. I plan to major in VLSI/Embedded systems

I heard that the visas for Indian students who have I20's from the university of Toledo have been rejected for the past five years. Anybody know more on this ?
