but when I say publications, I mean journals and conferences and not research projects... though i suppose that they would be good as well...

Hi prd2bascorpio,
I hate to tell you this but the ranking of 28 and 29 is not a safety school, especially for international students. As far as I can tell there is no such thing as a safety for international.
You may want to reconsider your priorities here. I know several Indian postdocs and scientists here in the States that went to a not very highly ranked uni for PhD and they are now doing their postdoc and research work in Ivy League institutions.
Just some thoughts.

Lol ... I dunno why people always forget the University of Pune in this list ? I mean, well before IITs, Anna, Bangalore, etc. established themselves on international arena, PU was among the very few ones accepted at Cambridge and Oxford. (No citation available for this, except my then graduated grandpa !) And no doubt the legend still continues, with its reputation well spanning the mainland Europe now, which only few universities have acheived in India so far.

Again for Chemistry and allies, how many of you know that the National Chemical Laboratory is attached to the University of Pune ?

Btw PU is on top in the list of research aids for ongoing five year plan of the Central Government !

I agree with mutation ! I have seen profiles of a couple of IITians on SUNY, Buffalo's site. And I am sure that SUNY, Buffalo is not among the very best in the States, though it is respectable.

Btw for Chem Engg, can anyone comment on the University of Delaware and on my chances of getting in ? It suits all my needs, with a group working in the same area of research as mine.

My profile: I am in my final year BE Chemical Engineering now. I have 3 publications to my name, 2 in national level symposiums and 1 in a journal. Expect atleast one more at an international conference this September. Average student with second class results in my engineering till now, and expect atleast a first class result in the final year, from the University of Pune. Yet to give my GRE and TOEFL; but think 1300 in GRE and 100 in ibTOEFL is very achievable, but can go substantially higher than this. Will get atleast 3 strong recos from Professors under whom I have worked for my research.
