chances at health management/economics program

I grauated a top 5 school with a terrible gpa. I had a lot of family deaths and personal problems. However, I love my public health/ health economics(took at MIT) and business classes. I got As in those classes. Now, I want to apply to health mgt program for a PhD. What are my chances?
I talked to admissions at public health school and they said I would be fine as long as I scored at least a 1300 on the GRE. I am worried though. I feel like I should go back to school and take classes in the related field to increase my chances. What do you all think?
