Chances of getting a full funding for a MS in Chem engg

Hi there...

I scored 1340 in GRE - 750,590 in quant and verbal, 4.0 in AWA. (in 2005)

TOEFL - 290/300 in 2005.

First degree BE -chemical, with lots of backlogs in the early years (some personal problems), however passed with a first class distinction due to final year's avg of 70%. I am not sure what my GPA is.

2nd degree - MSc Applied Computing Science from University of Dundee, UK. (Sep 06 - 07)

Grade Average - C1(59%) (Marked as Good)
University grade scale - (70-100% - A3-A1) (Excellent)
(60-69% - B3-B1) (Very good)
(50-59% - C3- C1) (Good)

I did a 1 year program in applied computing to gain computing and programming skills which I always desired, but I am not sure if I want to entirely change my line of work, and considering a MS in Chemical Engineering.

How would you rate my chances of getting a funding and getting admits in decent Unis in general ?
