Hey there !
I am not a civil engg. student, so dont know much on yur chances. but 1230 is a decent score to assure u an admit in a good/mediocre school, I guess. Yur exp. might help u in improving yur credentials. So, choose univs 2-3 univs btw ranks 25-40, and the rest above tht.
bfore deciding on the univs, contact university profs and students for the info. They'll provide u the actual situation there !
