CalmLogic 's dreams are becoming reality.
Personally, I would rather get an MS in Computer Science with a specialization in NLP/CL rather than an "MA in Computational Linguistics" per se just so that I could have more CS job options available. So if you are interested in MSCS programs with a specialization in NLP, an old but still relevant list from 1994 that MDK found:

Quote:
Natural Language, Speech:

Brown
Carnegie Mellon University (CMU)
Columbia
Georgia Tech
ISI
MIT
Penn
Stanford
Toronto
Univ. of Rochester
Univ. of Southern California & USC/Information Sciences Institute
Waterloo (stylistics, MT, discourse)

Ratings of CS graduate programs
I would also add to that list JHU, UMD, and Utah, and most CS programs have at least one faculty member that specializes in NLP.

Some previous discussisons about NLP:
http://www.urch.com/forums/computer-...n-vs-ucsb.html (Brown vs UCSB) (This discussion mentions that Brown only offers one advanced graduate course in NLP while USC and JHU offer at least several.)
site:urch.com nlp - Google Search
site:urch.com linguistics - Google Search (one post mentions Georgetown, which offers an MS and maybe also an MA in computational linguistics.)

BTW, a good NLP blog by an NLP professor at Utah who got his PhD in CS/NLP at USC:

natural language processing blog

And a new program I found via Google:

Quote:
A Two-Year MA Program in Computer Science, with a specialization in Computational Linguistics is currently being developed. It has been tentatively approved for 2009-2010.

Language and Linguistics @ Brandeis
However, that new program at Brandeis seems very expensive since there is a two-year residency requirement, with Brandeis having expensive tuition in the first place:

http://www.brandeis.edu/gsas/manuals...dbook/cost.pdf

In constrast, people can do an MS at GA Tech in one year (including the summer term), as mentioned at Edulix.

Oh, I now see that was part of your original question. Unfortuantely, most, if not all, of the programs I mentioned in my post are not known for offering conditional admission since they are rather competitive for admissions, and I'm not familiar with which departments are known for conditional admission, though many do state on their webpage that they sometimes offer it:

http://www.urch.com/forums/gre-compu...gpa-dream.html (Loser's tale: Low CGPA and a dream)

It may help if you mention why you think you may you need conditional admission. Is it because of prerequisites? If so, UT Dallas and maybe some other CS programs don't require much prerequisites prior to admission for the MS in CS. Or is it because you want admission for Fall 2008 or some other reason?

Also, if you haven't already, I would try searching Edulix for the term "conditional." And a list of safer schools courtesy of Edulix:

Quote:
SAFETY SCHOOLS:
-----------------------------
University of ColoradoBoulder 3.2
New York University 3.3
Washington University in St. Louis 3.2 ---- rejected ppl coz they(Univ) did not have $$$
SUNYBuffalo 2.7 ------ wierd admit trends
Syracuse University (NY) 2.7
Boston University 2.6
University of Delaware 2.6
University of Iowa 2.6
University of Oregon 2.6
Vanderbilt University (TN) 2.6
Case Western Reserve University (OH) 2.5
Northeastern University (MA) 2.5
Oregon State University 2.5
University of TennesseeKnoxville 2.5
University of Southern California 3.5 ------- any man's admit.
UArlington
IIT-Chicago

AFAIK, Columbia is doing some cutting-edge research in NLP. Furthermore, Mona Diab and Nizar Habash are working on some Arabic NLP problems. But I don't think there would be any type of conditional admission at Columbia, it's IVY.

That can be a big problem. What may complicate things even more is your choice of specialty. Since you want to specialize in NLP/CL, which, especially at US universities, is focused more on English than other languages, e.g. WordNet and the Brown Corpus, I would recommend only applying when your TOEFL and other verbal scores are good enough to at least meet the minimum requirements for regular admission. On the positive side, having fluency in two languages is of obvious benefit when it comes to machine translation.

Certainly, with enough study time and especially with the assistance of an English-speaking tutor, you can get a good enough score on the TOEFL. (In any case, I just don't have any other ideas, e.g. I don't know of any schools that don't require TOEFL scores. Though some schools have lower minimum TOEFL requirements than others, I don't know which schools these are and they certainly wouldn't be in the top 20.)
