applying for PhD in Electrical Engineering

this is for a friend who attends the same college as I do (in US)
Profile:
Undergrad: top-15 engineering school in a top-10 liberal arts university
BS - Electrical Engineering, BS - Computer Science
GPA - 3.810
GRE - 800Q/700V/4.5
4 years of research experience (entire undergrad)
1 year in an optical electronics research lab
3 years in a bioelectronics and biointerface/sensor R&D lab
he worked as a software engineer at Maverick Software Consulting during summers (along with research)
2 paper publications in bioelectronics

he wants to get into MIT.

can he?

if not, what are the colleges that he would be competitive as an applicant in.
