It is most definitely E

Trademark is a symbol that identifies the manufacturer to the buyer
Seal is a symbol that identifies the signatory to the reciever

Both Trademark & Seal are placed on an object, while the other things are worn or carried on person.

agree with tommy

every manufacturer has a distinguishing trademark
every signatory has a distinguishing seal

for other choices: scepter is not distinguishing, it's authorized by the earlier emperor and is almost inherited
badge is not distinguishing, every sheriff of the same rank has the same badge
license have a uniformed frame and official claims, only the photo and identity information is distinguishing, so it's no better than seal
bar-code is not on the cashiers, who handle the transaction or payment; it's on the merchandise, and distinguishing, if Y is merchandise or commodity or label, it should be considered, but Y seems have to be people.
