a shot in the dark actually!!!
    hmm..
foible is the weakest part of a sword..so it is base meaning not of good quality/inferior.
Similarly..somehting that is in tatters in worn out..dunno if its good enough cant think of anything else..

Foible is not base (used as adjective and not noun)
    Similarly,
    Benefit is not disadvantageous

After looking on the choices, it seems that the word "base" was used as an adjective and "foible" was used as a noun.

foible (n.) means something that is weak
base (adj.) suggests something to be of low quality

"Something is at foible as a result of using base materials."

    A. Is benefit a result of disadvantageous materials? Not really. We don't get benefit from disadvantageous materials. So I'll eliminate this one.

    B. Inhumanity is cruelty. An insouciant person is somebody who is not concerned. I think the relationship is on the degree, from lack of concern to being concerned in a negative way. It is not the relationship we're looking for.

    C. Tatters is condition of being damaged or ruined. Worn is used to describe something that is damaged. It seems like the correct answer.

    D. We put into retention something that is NOT vexatious (annoying). We're looking for words whose relationship is in the same direction. So for me this is not the right answer.

    E. Abandon is also used as a noun here, therefore it is something that lacks restraint. A belligerent person is someone who is warlike. This choice also looks like correct.

So C or E. I'll choose C. Tatters : Worn because the relationship is in the same direction with Foible : Base.

"Something is at tatters as a result of using worn materials."

For choice E, it's the other way and the relationship is defining characteristic.

Wish I can do this in 50 seconds!

There is another meaning for Foilble which is a behaviour, a mannerism. There is a behaviour and that is bad, base. There is a mannerism but it is bad.
Similarly there is tatters (pieces of cloth) and it is worn.
I would choose C. The confusion here (IMO) is we should not consider the weaker part of sword meaning for fioble.
    I would choose C.
