20. I think Ken is used as transitive verb here and not as noun...

transitive verb kenned, ken′·ning

Scot. to know
Archaic to see; look at; descry

noun

Rare range of vision
mental perception; range of knowledge that is beyond my ken

But may be looking at options we can make a decision...

27. I think your bridge is concrete....again options will help is choosing one over another..

Yes Overhaul means to make revisions or renovations
