please rate my 2nd argument. I need help

In order to save a considerable amount of money, Rockingham's century-old town hall should be torn down and replaced by the larger and more energy-efficient building that some citizens have proposed. The old town hall is too small to comfortably accommodate the number of people who are employed by the town. In addition, it is very costly to heat the old hall in winter and cool it in summer. The new, larger building would be more energy efficient, costing less per square foot to heat and cool than the old hall. Furthermore, it would be possible to rent out some of the space in the new building, thereby generating income for the town of Rockingham.


The above argument is based on assumptions which may be questionable. The author directly correlates energy efficient building to money savings and income generation. The argument does not seem to be entirely convincing because it is not substantiated by enough surveys or statistical data. Hence relying completely on a single assumption may lead to some other problems which are not visible but may occur after old town hall is torn down.

The argument is not severely flawed but can be made more convincing by answering several questions like Firstly, the overall cost and maintenance of new energy efficient building may be exceedingly more than the previous cost. To incorporate new properties like energy efficiency there will be requirements for skilled labors, economic funding and torning down of old town hall will also result in wasting of resources and trashing money. Secondly, author fails to maintain a relationship between large area and less cost. It is stated that old town hall is insufficient for present population, hence a larger hall is made, but it is obvious that constructing a larger hall will require more resources, more furniture and more labour hence more money.

Another point to be considered is heating and cooling of the hall is directly related to the number of people being served. As clearly mentioned in the argument that number of people will increase hence it is dubious that cost of heating or cooling will increase or decrease. Proper statistical data should be considered before deciding upon this factor. Lastly, by constructing a separate space for renting purposes will not serve the pupose of a townhall. Furthermore, renting space may also result in electricity billing, maintenance of that space.

The idea stated in argument may be correct and a wise decision , but the argument omits some paramount items and questions to be answered that must be involved in reasoning process to make the argument more convincing and substantiating the assumptions with numeric and statistical data.
