173. The following is a memorandum issued by the publisher of a newsmagazine, Newsbeat, in the country of Dinn.

"Our poorest-selling magazine issues over the past three years were those that featured international news stories on their front covers. Over the same period, competing news-magazines have significantly decreased the number of cover stories that they devote to international news. Moreover, the cost of maintaining our foreign bureaus to report on international news is increasing. Therefore, we should decrease our emphasis on international news and refrain from displaying such stories on our magazine covers."


The author of this memorandum is citing some reasons that caused the newsmagazine sales to decline during the past three years. At the end of the memo, the author offers some ideas to decrease the cost of maintaining the foreign bureaus. The author's claims are weak since they lack some important evidences.


To begin with, the author claims that the sales of the newsmagazine have declined through the past three years and those which recorded the poorest-selling were those that featured international news stories on their front covers.
This claim is unsubstantiated since it lacks evidences. The author overlooks some many reasons that may represent the main reason in the sales decline. This decline may be attributed to an increase in the price of the magazine. The author must prove that the price hasn't increase during the last three years. Another reason may result in sales decline is that the covered news are uninteresting or even unrealistic and tend to be mistaken or just rumors. So the readers are refrained from buying this magazine. In addition, the topographical distribution of the magazine plays an important role in the decline or increment in the magazine sales. The magazine distribution through the country must vary according to the population density. The author must provide precise studies to explain the actual reasons in the sales decline.



Furthermore, the author must provide surveys to prove that the past three years which have witnessed significant decline, featured international news stories on their front covers. Without such surveys it would be impossible to ensure that the covers with international news reported the lowest sales.
Another important point which the author overlooks, is to prove that when competing news-magazine have significantly decreased the number of international stories on their front covers, the sales of these competing magazines has increased.


In addition, the author asserts that the cost of maintaining the foreign bureaus is costly. Therefore he/she suggests to refrain from displaying such international stories on their front cover. This is unconvincing since the refraining from displaying the international stories will not decrease the costs of these bureaus. Because these bureaus will stay open and there will still be working people who must get paid for their work in these bureaus.
Moreover, before making such suggestion, the author must be sure that the readers are not interested in international stories and they are inclined to read about local stories. Perhaps the readers are getting the local news from other sources such as the television or other local magazines.


To sum up, the author's argument is overlooking some important points. In order to support his/her argument the author have to provide the argument with precise statistical data about the sales decrease and increase during the last three years. The actual reasons of the decline must be closely scrutinized. Finally, a survey concerning the readers' interests must be added to the argument before making any random suggestions.
