"Government should place few, if any, restrictions on scientific research and development"

---

Nowadays, scientific investigation comes across various restrictions from the side of government. From one side, such restrictions are made in order to protect lives of people and natural resources, which importance cannot be underestimated. From the other side, it is reasonable to argue that they prevent science from making the progress. There is no unique answer whether such restrictions should exist. Decision about canceling them or intensifying should be made depending on specific field of science and research peculiarities.

In many countries there is a government law, prohibiting making medical and biological experiments with animals. At the same time, such research usually has only one goal - to produce medicine or drugs that will treat people from untreatable so far diseases. It is well known fact, that in the way to invention of many indispensable drugs many animals (cats, dogs and mice) died. Nevertheless, ultimately it allowed to produce indispensable medicines that saved thousands of people lives. If such research methods were prohibited, very likely that today even some kinds of flu would be considered as deadly diseases. Since human life is of the highest value, any research directed on protecting it, should not be restricted. Opposite, it should be even supported by the government. Medical scientists should not have any obstacles in face of restriction laws or rules, in order to provide humankind with revolutionary inventions that will allow to save our lives.

Another ubiquitous restrictions exist in the research of nuclear physics. Establishing such rules, government tries to protect environment from the deleterious effects which can be results of such experiments. For example, investigation of nuclear collision is usually followed by exposure of radiation which can be quite harmful for both people and nature. Despite extra restrictions can in some way prohibit the research work of physicist, they provide safety for surroundings. If the government of Ukraine had more severe rules for research being made with nuclear energy, there would be possible to avoid disaster and, consequently, tragedy in 1987 on the nuclear plant in Chernobyl. Opposite to medical research, government control of these experiments would help to safe live and health. Therefore, any scientific research which might have dangerous consequences, should be controlled by special laws from the side of government.

Therefore, government, establishing specific restriction on the scientific research, should take in consideration both possible positive advantages and negative consequences of it. Scientists, who are working with such important results as medicine, should not be fettered by any rules. In contrast, there should be established significant restrictions to prevent dangerous consequences caused by research with poisonous substances or nuclear energy.
