I shall doubt this statement. In my view, depending on the age of individuals, the requirement should alter accordingly. For those primary and elementary school children, it is not the proper time to shape education specifically designed and augment the significance of personal needs and interests. At that level, children are not mature enough to judge objectively and precisely what is need for them indeed. Lacking social and life experience, students have no clear future in their mind. Like what was frequently asked when I was young that what kind of vocation I want to be in the future, several of them such as architect, scientist, actor, engineer were flying in my mind and I would choose one without considering what is its requirement, whether I have the ability or I am adapt to this vocation. Moreover, we can never overlook that children's ideas are always changing. According to their interest to design certain education method would be invalid soon, thus arousing waste of effort, time and money, including what is the most important, retarding the development of those children. I should emphasize that personal needs and interest plays an important role during the studying process for an individual. Without needs, students have no source of power to make progress; without interests, students are easily getting tired of learning. However, we have our values that our nation share that we should want all students to know : honesty, fairness, self-discipline, fidelity, friends and family, personal responsibility, love, patriotism, equality, tradition, freedom and so forth. Therefore, personal needs and interest is a small amount of those they should know and learn by heart. With the growing pace, people get mature both physically and psychologically. Especially for those who get into universities and colleges pursuing higher education degree, social specialty become apparent in each individual. Almost in every corner of the world, students in universities are separated in several different departments, and each department serves to the certain specific research field. Though interdiscipline is a growing trend, each disciplines still have clear and definite boundaries. Among various disciplines, whether science, technology, engineering, the arts, literature, to choose as his or her major come to everyone. Through thoroughly considering the needs and interests, students can get their own proper, adaptive choice for themselves. No interference from parents and education system, they have the freedom to choose whatever they like. Therefore, as an example, for someone who wanted to be an engineer in his youth, he can choose to be an engineer; if he is talent in this field, intelligent and characteristically suitable, learning with interest, he must come to be a well qualified engineer eventually. All in all, education will be truly effective for those who are too young to make decisions without specifically designed to meet the needs and interests of each individual. However, I personally felt that some statements in your dissertation are a bit ambiguous, such as the one quoted above. I would rate the essay at a 4 or 4.5. Then again, this is just my opinion.
