Is Princeton review (Cracking the GRE) wrong on this?

Sorry for the crappy image quality on this, but I promise that nothing is cut off...

My problem with this is, don't the rules of exponents say that (a/b)x = ax/bx? This is implying otherwise.... but yeah I guess that does break the rules of PEMDAS....

    I'm confused =(

EDIT: Oh, nvm, I just realized it's not even talking about exponents lol.... and I don't see a delete post button, so, sorry.

I wonder how often we tend to ridicule the books... that are written and scrutinized 1000 times before being published. The confidence level we all show.... Even this happens in the exam... we are sure that we are right but the result shows the actual picture.

well honestly im never confident that i'm right, i know that it usually comes down to me messing something up because i do that all the time, but i'm slow to figure out what it is. occasionally these books do have mistakes though. some of them aren't scrutinized very heavily, though it's more notable in the verbal sections.
