Col A

There are 4 possible rectangles that have integer sides and an area of 24:

1x24
2x12
3x8
4x6

Of the four, 1x24 and 2x12 have perimeters greater than 25, and 3x8 and 4x6 have perimeters of 24 or less. So half, or .5, of the rectangles have perimeters greater than 25.

The answer is C. The two columns are equal. The proportion of rectangles with a perimeter over 25 is exactly half of possible rectangles with area 24 and sides that are integers.
