for your example of 1999 and 101 the number of intergers should be 1899.
first you find the difference between them: 1999-101 = 1898
then you must +1 to account for 101. so 1898 +1 = 1899

Here are the typical examples where you have to use this method in counting:

1. Total number of years:
Between 2000 and 2001 there are 2 years --> 2001-2000 +1 = 2

2. Total number of integers:
Between 3 and 5 there are 3 integers --> 5-3 +1 = 3

Basically applicable in any kind of situations where you need to COUNT THE TOTAL # of something. It's very logical if you literal just count with your fingers. Use easy examples and you'll understand why. =)
