GRE Big Book Question

Could someone solve and tell me why the answer is Option C for the problem given in the Big Book Test Paper 20 Section 2 Ques No.25 ?

we know that 10% of OP's are sued.....total no of OP's(lookin at graph 2) is 12.3k..ie 12300...10% is 1230.....number of anesthesiologists(lets call it anes) sued is twice this number(given)...ie 2460....to find % of anes.....we need to obtain total no of anes....3.3% of total physicians is equal to approx 13903 anes....hence reqd. % is (2460/13903)*100=17.69%...i.e.18%(approx)
