I'd say its absolutely fair...
you can look at the choices and try to reason which of the above are NOT used as a technique. Ofcourse, its easier said than done - and such techniques aren't always obvious.
Even though I havent read the paragraph, it seems like (D) direct quotation would be the easiest to identify..a close second would be classical allusion. The other choices would require some thought/inference/deduction..

I agree. It's fair. I wouldn't worry about it though. You can use Process of Elimination to find the correct answer. I agree with Gunzi, I'd look for the easy ones first. Direct quote and compare and contrast.
