    This answer is correct. What is the explanation behind this answer? Why other options are wrong?

    the word 'but' here denotes a change of sense. i.e. what goes into the blank bust be opposite of 'said explicitly'. Now A,B,C,D are not opposite of 'said explicitly'. but E (euphemism) is the most appropriate opposite of it. So that's the answer.
