mass literacy...lots of people able to read. in the middle of the sentence we see "the new expansion in literacy" is a good hint for what mass literacy means.

well literacy means learning something, to educate yourself...

so the sentence talks abt the revloution, an industrial one...so mass literacy are two diiferent words...revolution of mass...

so literacy is generally emerged..not any of the options...
