Frequently a copyright holder's property, published articles for example, is
reproduced repeatedly in the absence of .. for its reproduction, an action ..
by long-standing practice.
A: validation .. provoked
B: recognition .. forecast
C: payment .. licensed
D: accommodation .. instigated
E: allowance .. aggravated

Could you tell me which one and why?

C : payment. .licensed
The first blank must be filled with sth which suggests "compensation", so A,B,D are eliminated.
The action is long established and is not a crime, so licensed fits here.

This would suggest that reproduction(action) is a crime which is being intensified by our conventions, but this(reproduction is a crime) would be an additional qualification not suggested in the given sentence.

Take the example of running lights that have just turned red. If everyone in a town is in the habit of doing it (like in Austin, TX), that aggravates the situation because everyone who moves to town decides he can do it too. However, this would not license running red lights. So although running red lights in not allowable, it is aggravated by the fact that everyone does it.

Shouldn't allowance here be considered as an acknowledgment instead of a stipend? That's because you don't have to necessarily pay a copyright holder's property... you might just need their concession to reproduce it. Then the best choice would be E.

However, the official answer is C right? I believe I saw that question some while ago and got perplexed as well.

C is right, why not E, coz thrs no hint of aggravation. thrs a feeling of helplessness in the sentence and no aggressiveness.
