This one is from 800 Scores. Can you explain this.

Numerous municipalities and corporations welcomed daylight savings and several private firms ______________ it, though not by altering the clock, but by _________ daily operations an hour earlier.

A) rejected...forestalling

B) anticipated...terminating

C) welcomed...delaying

D) pre-empted...halting

E) adopted...commencing

Actually I've also marked 'E' but 'B' is answer and explanation is as :

B. Only 'terminating' or halting fit the second blank. It is impossible to 'pre-empted' daylight savings.

Anyway 'B' also seems reasonable but why not 'E'.

Well the answer can also be B.
The hint is welcomed daylight savings so for the first blank both B and E fits but for the second blank only B fits as they are planning daylight saving so they will stop working 1 hour earlier.
Actually the work can also start one hour earlier in the morning and still wont have any change in the clock.
Well pray we dont get such question.

I think B is the correct answer. Those who have welocomed the the daylight saving strategy, they have altered the time clock and tried to adopt.

Here, to me the clue is though not by altering the clock.
