I picked D because I was getting the sense that he was wasting something on worthless projects. But I was not too sure about the 2nd word. But D sounded the best to me.

"Unworthy projects" suggests that he is wasting his talents(so squander)...and second blank(dissipation) also fits good..waste(dissipation) of his talents rather led to enhancement of his reputation!

Humm, I'm still not convinced. How can his dissipation (waste) lead to an enhancement of his reputation?
