I've never heard it used that way, but I can understand it as a metaphor for being part of an organism. The fifth meaning in American Heritage, which sounds metaphorical -- is

"Constituting an integral part of a whole; fundamental."

organic here means natural ....
It is a challenge to distinguish out in fiction, which is written naturally by the author or forced politically in repressive regimes.
