The answer should be E.
My explanation:The part 'demise of the rigorous academic curriculum '- tells us something is changing in the school. Hence the two blanks have to be contrasting .And 'progressive rhetoric ' will sanction subjects considered inappropriate previously.

The answer should be C. A complacent acceptance- i.e. without questioning, causes people to believe that values in conflict with those they accepted to be superseded/replaced.

The answer is D, I think. From the structure of the sentence you can guess that JOhnson cared least about the effects of his behaviour on subordinates- meaning that he did not behave very decently.In that case only scrupled fits the first blank.
