1.One cannot be accused of "lavishing of affection , here the emphasis is given to the word accused of....that is why the option D...

2.Give out means : emit , issue , fail or collapse.And none of these makings making sense here. One shrugs of sth means to refuse or ignore. Try it out with this meaning...

3.If a thinker is too practical in that case the quality of effective leadership will get affected.Here , B looks the close option but the second blank replaces it with E.Its also necessary to discourage those ideas .

4.comradeship = Frienship and the clue word is "neglected to neutralize" i.e, what kind of gesture made him neglected to neutralize, and also caused resentment to his peers ...Propitiatory gesture is a passive gesture and his involvement with high and mighty made his peers to feel resentment.And if it would have been real (unfeign)gesture of frienship,does it make his peers feel resentment?
