It has to be A,since the only other option is B but the first choice is eliminated by the words "depend to an ______ degree " implying its not known

The finding is startling. So you were not ready to hear about. And now you need to do something on time-keeping method.

unexpected, unobservable are OK in the first blank. Indeterminate...rejected makes an illogical sentence.

review is not contributing much to the sentence.
Dependence of earth rotation on weather is unobservable, and you are just reviewing your time-keeping methods.

Overhaul is more comprehensive in meaning. And unexpected directly echos unexpected.
