the delegate "stopped short" of explicitly suggesting that the conference was insignificant means that what she did was almost as bad as that. so if there is a recent emergence of optimism about the conference, the delegate must be trying to minimize or belittling this optimism. the choice B, dampen, is the only word that could curb an enthusiasm about the recent optimism but not completely abolishing it.
A simpler way would be to look for a negative word. all other choices are either positive (C,E) or neutral(A,D). |
