I would say b) schism. Low tolerance for dissent results in less likelihood of division. An authoritarian manager would not realize that this is an advantage of democracy.

Modicum here would mean a bit of tolerance ie acceptance of the fact that dissent is inevitable in democracy will help prevent division...An authoritarian manager would not tolerate dissent... thus inadvertently causing division...
