I marked C, and could not understand why D is right.
Any takes on Why D is better than C???

Hmm! it must be C aman. I donot see any 2nd meaning to disruptive to qualify in the sentence.

I guess the choice should be D as in the first section it is saying about the active volcano which can cause a disorder i.e why "disruptive" is the right option to select and the next portion two words are perfect "prompt" & "immediately" which means the similar.

Although the techniques used to monitor the active volcano were disruptive, and the evacuation procedures were started promptly/immediately .....

It means that the techniques were disruptive, not the volcano.
Moreover, the "and" implies that both the blanks should be positive, but disruptive sounds negative...
