Is it e? Because the sentence is talking about "expense", the second blank should be saving or economy. And looking at "expense cannot be numbered", thus I select e.

I don't think e is the right choice, because claim is singular. You need plural after many. I would choose b since the tone of the sentence is positive.

Tell you what this question is pretty tricky now look at "the" before project that's the signal.
OK so lets narrow our choices if v go for the second blank v can have efficiency(ability to produce desire results at the expense of minimum resources), savings(making sense here) and of course economy. So v have (a,c and e).

I think the ansewer should be 'A'.

Since it is mentioned, 'expense cannot be numbered', it means that cost or economy cannot be the factors that will take them to the goals. 'Efficiency' can help the promoters.
