The best things are not required. One is not required to have published research papers, but that can boost a profile more than a 4.0 GPA (at least if one is from a no-name university).
Your best bet is to talk to a graduate advisor at a department you are interested in applying to and see how that particular department may prioritize different factors. You have nothing to lose by asking.
