M.S. in Electrical Engineering, applying for fall session , have no idea ..

Hi all,
I'am going to appear in GRE in October 2nd week , so as to apply for the winter session, but that's all i know. Could you please answer my following questions:
1. Is there a subject test in GRE for electrical engineering, like there's for Computer Science or I'll have to give the general GRE only ?
2.How do apply in the universities , what's the application procedure and how much time does it take ?
3.When should i ideally reserve my spot for giving the GRE and when is it advisable to give, if i'm going to apply for the winter session
