What about the sentence "without immediate possibilities of fulfillment". It gives the meaning of reneging a promise, at least it is not positive.

ya dimas...i dint c that part of the sentence sry misjudgement on my part the answer is b. bcos immediate possibilities are not created thereby increasing the tensions as of now.
