How many GREs???

I know it is frowned upon (by AdCom professionals) if you take the GMAT more than twice when you are applying to b-schools.

However, what is the "unspoken rule" for the GRE and PhD programs in Strategy or Econ? How many times can I take the GRE without looking too desperate? 2? 3? more?

2-3 attempts is not really bad. But more than that might not indicate poor intelligence, but it does surely indicate an absolute lack of planning..

as an follow-up question: do the schools take the average of your GRE scores for admission? OR do they take your highest score?

It depends on the school, some average them, some take a look at the most recent and look for improvement, and I've even found one that only considers the first set of scores. You need to check your target schools' websites to find out. This pertains to grad programs in Economics.
