first of all, ask yourself one question before submitting complaint. One must be kept accountable for his/her own actions in proceeding with the formal procedures.
Did you confirm that ETS send your report via e-mail or as paper-print? In any case, your GRE score reporting either print or e-mail will be effected after your online scores become available. Check MyGRE account with your own login and p/w and see if your score has been reported by ETS.
Next, you could very simply select the wrong or inappropriate GRE institution code when asking ETS to send your scores. As such you could intend your scores to be reported to say Arizona Uni but the wrong department or inappropriate school. Under such circumstances your required institution may not be a final and designated recipient of your GRE score. I underscored 'designated' because ETS is not obliged to report your scores throughout all academia around the globe. This is business and such service costs some fee, namely reporting fee. Secondly your GRE score is endorsed for sending by yourself only. Now that the new Score select option became available one may be reluctant to report some score in the past and instead aspire reporting certain test result.
Research what are all whereabouts then submit a complaint!
