IELTS: A score of 7.0 in all 4 sub-tests in the British Council IELTS.
Is it mean that I must get a score 7.0 in each part ?

Yes, this would mean a score of 7.0 or higher on each of the 4 parts of the IELTS test. I hope this is helpful.
