I am confused. Please help.

Hi,

The IELTS requirement of my university is below:

" If you elect to take the IELTS rather than the TOEFL, the score achieved must equal 6.5; no minimum test area scores are required. "


I am a little bit confused. Would you please explain for me the meaning of this. Do I need to be at least 6.5 for each skill (that mean all the skills must be higher than 6.5) or I just need to get the average of 6.5 ?

If no minimum test area scores are required it means what it mean - no minimum - just get 6.5 average
