Well, I wouldn't say germans are the best english speakers besides native speakers. There are good ones but generally people from northern europe (Norway, Denmark, Finland) and also people from the Netherlands are a lot better because their US and British movies are not dubbed in their native language as is the case in Germany.

To answer the titles for paragraphs questions I always tried to limit down the number of choices. I think those questions are fairly easy when you're really concentrated. When I answered them wrong and I then checked for the correct answer I always thought "I should have known that" so it was clear for me that when I made a mistake, it was lack of concentration, not so much the level of difficulty.
