That is really very surprising. I've never heard about PhD admits without funding. You are actually doing a favor to the university(and to the country) during that term and you are asked to pay for it.!?

You need to have a back up plan in case you couldn't secure fund. I read at Goldust's post that he was admitted at many top schools (as UMCP) however without fund.
