760Q 540V for a foreigner - what do u think?

hey all,

I just finished my GRE and these are my scores. i was pretty thrilled because I am not that great at math and the highest I ever got on my practice tests was 700. I have also heard that MPP and IR programs that I want to apply to put a lot of emphasis on the quantitative portion .... so the math part is set.

Now the question is - being a foreigner with some military and diplomatic work experience - is my verbal score high enough to let me "slide" through into schools like Harvard or Hopkins? I know it's pretty low but I am wondering if it is too low for them to handle, or is it something that can be balanced with a good resume and strong essays?
