Passed Toefl but still not recieved FPGEE certificate

I passed my Toefl in April 27th. Now its going to be almost 12 weeks. Till now I didn't receive my FPGEE certificate. When I called NABP, they said it will take 8 to 10 weeks after the review, to get the certificate and also they said the review was on May 31st. Now its going to be 8 weeks after the review. Till now I didn't receive. Its frustrating and really worried about this. Anybody faced this problem?

I expect that my score report was delivered by the end of July 2012, and I thought it takes a couple of weeks! What number did you call?

I have question , is TOEFL is required in all 50 states ? thanks for your answer .
