Help required whether eligible for MBA in USA

hi,
i'm an ordinary graduate with an average percentage.i wish to pursue MBA in USA.last august 2007 i got admission in ITU,california and attended for visa and got rejected twice.the first time VO just took my visa application and asked me normal questions like ur name,work experience and whether married or not and said that she cant give me visa.

the second time it was about my funding,my work experience and finally came to my university point and asked "where and how did i come across the university?"and finally the VO said such small university and did not consider me for the visa.so i got rejected for the sencond time.

i have 52% in my graduation and 8 backlogs.
i'am planning to take toefl by the end of february or in the 1st or 2nd week of march.i've heard that there are universities that offer MBA programmes without GMAT.and many of my friends have already got visas in the above university (ITU)and other universities without TOEFL and are currently in 3rd semister.

will i be able to pursue my dream of studying MBA in USA only with a medium reputed universities which suits my profile.

I actually don't think the school is accreditted at all - meaning it is not medium reputed school or even low reputed school. No silicon valley or US employer will consider it is a school. It is not even college BA level, let alone master.

In fact, I have lived in sunnyvale for years and have never heard about this school. Looking at the map, it was within walking distance from my company and I dropped by the shell gas station from work every week without ever notice there was a school there. Does it even exist??? sunnyvale is only 16KM sq with population 131K. Your local Tofel center is bigger than the whole school.

Given this, I am not surprised you got your visa rejected. even semi- second tier school like san jose state or third tier school hayward state will fare much better.
