california intern license

hi friends, i am planning to apply for california board for an intern license. but the problem is i dont have FPGEC. I cleared all required exams and it is in process. As everyone knows, it will take 2-3 months time. So, meantime, if i apply for intern license, can i get deficiency letter. Because employer can proceed with H1b application with that deficiency letter.
