Question regarding NAPLEX!

Hey guys,
I just have a question and wish those who know could answer me. I want to apply for Texas NAPLEX and when i go through Texas Board of Pharmacy website,it says we have to complete 2 applications,one to TSBP with $52 fees and the other one to NABP with the fees for the NAPLEX which i couldn't figure out. So my question is,do we register and pay the fees for NAPLEX and MPJE before getting the approval from Texas board of pharmacy to go through the naplex?
In other words,i know i have to pay the $52 fees for the Texas application,but do i have to pay the fees for the naplex and mpje at the same time of applying this application to texas board of pharmacy? and i want to take the naplex in texas and then transfer it to new york,so do i have to pay for all of this before even getting the approval from TSBP?

I wish those who know could answer me.
