    Be sure to pass all sections of TOEFL iBT (R21, L18, S26*,W24) before applying for FPGEE. Thousands of candidates passed FPGEE but could not achieve TOEFL requirement after several attempts. Percent passing rate on the speaking section is only 11 percent. (ETS data, p. 6)

    The average score on the speaking section of the US candidates and candidates from English speaking countries is 22 (ETS data, p. 9-10.)

    I received a letter from Governor. I sent letters to Governor, Attorney General, and all executive committee of my state board.

    It is the letter of Department of Health refering to Governor and cc everybody involved.

    The letter states that Governor has contacted NABP and NABP will assure that NABP will look into our concerns and will be responding within 2 weeks. The letter was created on July 18.

    The State Board is concerned about the TOEFL since the board relies on FPGEC certificate.

    I stress again. Please send letters to your state boards. Executive committee of state boards constitue NABP.
    NABP is the organization that represents 50 state boards.

    Please do so if you haven't done it yet. Thank you.
