Texas pharmacy board is not accepting any more NAPLEX applications or internship applications without SSN.

Texas used to accept applications for NAPLEX after FPGEC even if you do not have SSN. Now they said, as per the new rule they will not accept any application with out SSN.

Hi,
I talked to them just a week before and they said no ssn is required.

I spoke to them 2 days before and received a mail too, they said it is implemented very recently.

Exactly! How am I suppose to obtain intern license for internship if I don't have SSN ?
could someone please explain the steps in details ? Is It like :

FPGEC--->Intern license from the state board ( SSN is required here )--->Apply for intern place in a company---> H1B VISA sponsored--->Internship--->Naplex & MPJE

or

FPGEC--->Apply for intern place in a company---> H1B VISA sponsored---> Intern license from the state board ( SSN is required here )--->Internship--->Naplex & MPJE

The first case is impossible because without a VISA there is no SSN. And this SSN can't be obtained without A visa . And this visa can't be sponsored before intern license is obtained. So in the first case, it means we should first try to find another visa besides H1B to get the SSN. Now I'm totally confused.
This has been confusing for a lot of people , anyone body please help
