Ready to apply for internship license but no SSN

I dont know how to go about this. I just got my FPGEC the other day and wanted to apply for an internship certificate. Problem is I am on a tourist visa. I called the CA Board of Pharmacy yesterday and asked the lady who answered if I could send in my application even without a social security and she said if I dont have it, then just leave it blank. But when I looked at their website earlier, it says I have to have a social security number or their could be delays and/or problems with my application. I called the Board of Pharmacy several times today to clear things up but no one would answer. Anybody who could help or explain what I need to do?

Just send the application. They will issue a deficiency letter, which will be enough when you apply for jobs.

Hi, You need h1b visa to work here unless you are a canadian or australian citizen.

Thanks for the reply, you guys. I will send in my application to them and wait for the deficiency letter then because I cannot look for any company to sponsor me for a H1 visa without the internship certificate ( I think ). Thank you again.

Then do you only need your Australian passport to come to US?
